Current Position: Executive Director/Board Secretary.
David joined TIOPA on September 10, 2001 as Executive Director and TIOPA Board Secretary. He is responsible for the overall operation of TIOPA.
Experience: David's experience includes thirty years of experience in the healthcare industry in numerous executive and management positions. In those thirty years, David has held management positions with the Coordinating Board, Texas College and University System; Employees Retirement System of Texas; Johnson & Higgins; Anco Insurance; CIGNA; MetLife; Nacogdoches Area Physicians; Brazos Valley Physicians Organization; UTMB Healthcare Systems; and Texas Health Choice.
Education: Associate of Arts Blinn College; BBA Stephen F. Austin State University; and, MBA St. Edward's University.
Professional Designation: Life Underwriter Training Council Fellow (LUTCF).

Paula joined TIOPA in 1996, when it was in its infancy. She is Staff Liaison to the Contracts/ Fees Committee. Her responsibilities include contract evaluation, benchmark fee analysis, maintenance and reporting of reimbursement data and contracting elements, and Database Administrator. She prepares plan solicitation materials and is the Editor of TIOPAlert.
Experience: Paula has twenty-plus years in healthcare administration. The early years were spent in corporate development at Tampa General Hospital, while she concurrently earned her MHA. She started in market research, conducting patient, provider and employee satisfaction surveys, salary surveys and focus groups, performing financial analysis and forecasting to identify market opportunities, then segued to strategic planning and plan development. She was team leader when TGH implemented its Medicaid HMO and self-funded employee PPO. She joined TIOPA in the late 1990's when it was in its infancy and has seen many changes during her tenure.
